Draft on the adaptation ecological control of ships to international standards registered in the Verkhovna Rada

KHERSON, DECEMBER 22nd, 2014, CONTEXT-PRICHERNOMORIE Deputies have registered in the Verkhovna Rada a draft which proposed ecological control of ships to international standards, Context-Prichernomorie correspondent reports.

The press service of the Administration of the Ports of Ukraine noted today, 16 December.

According to the information, the Peoples Deputy of Ukraine Oleksandr Urbansky proposed to allow discharge of segregated ballast in ports, subjected to the replacement in accordance with the law.

Under the law 1504, it will be changed the Water Code and the law On Environmental Protection. Chemical analysis of segregated ballast will need to be carried out in case of floating particles, visible particles of oil or oily substances in the area of relief, a fact which is well documented.

It is proposed to introduce such concepts as ballast water, dirty ballast, clean ballast, segregated ballast.

The bill was supported by the Federation of Employers of Ukraine.

Almost everywhere, except for Ukraine and some African countries, segregated ballast cannot be controlled. Reset of segregated ballast in the port is carried out without restrictions. The draft law gives the national legislation in line with International Convention for the Prevention of Pollution from Ships MARPOL 73/78 and the European directives. Contradictory system of ecological control of ships with international standards leads to downtime ships colossal losses of ship-owners, paves the way for corruption and reduce the competitiveness of Ukrainian ports, said in a statement of FEU.
