A National Maritime Single Window System presented to the EU experts in the Odessa port

ODESSA, NOVEMBER 9th, 2015, CONTEXT-PRICHERNOMORIE Administration of the seaports of Ukraine has presented the concept of hardware and software A National Maritime Single Window System to the experts of the EU, Context-Prichernomorie correspondent reports.

The press service of Odessa Commercial Sea Port Administration noted today, 9 November.

According to the press service, during a working visit to Ukraine, experts from Lithuania and the Republic of Latvia to the port of Odessa familiarized with safety of navigation, the functioning of ports and marine terminals, information support of logistics of shipping.

The delegation of EU experts was led by Deniss Bikovs (Latvia). The Ukrainian side was presented by Chief of the Information Technology Enterprise Administration of the Ports of Ukraine Dmytro Yakimenko, the deputy head of the administration of the port of Odessa Ruslan Sahautdinov, as well as representatives of the Association of container lines of Ukraine and a number of companies.

Among the main issues were the creation of a National Maritime Single Window, the national segment of the international information system SafeSeaNet (electronic Vessel Monitoring System and the exchange of information), which is intended to ensure the exchange of information in electronic form between the EU and Ukraine. Administration of the Ports of Ukraine is responsible for its creating.

D. Yakimenko reminded that in the framework of the agreement of the association with the European Union, Ukraine was obliged to connect itself to European information systems of navigation safety and control export from the territory of marine checkpoints within 2 years. To date, the Ukrainian developers have entered the final stage of this project.

National Maritime Single Window was created with the aim of simplification and harmonization of administrative procedures by streamlining the formalities for the provision of information and the electronic transmission of information in the transport of objects using maritime transport. This complex is created to perform the obligations of Ukraine on trade facilitation within the framework of the implementation of EU directives 2010-65 and 2002-59, as well as an agreement with the World Trade Organization on trade facilitation on December 7, 2013. Our system is created on the basis of technical solutions, compatible with SafeSeaNet. This European system, developed for the exchange of information between Member States, and subject to exchange all relevant information relating to maritime traffic and the exact nature of the goods, he said.
