Opinion: The government is to start the reform the maritime complex with dividing the management and control bodies of the state-owned ports
Nov 10 2009, 11:52

ODESA, NOVEMBER, 10th, 2009, CONTEXT-PRICHERNOMORIE General Director of the Transinvestservice Company Andrey Stavnitser believes the government is to start the reform the maritime complex with dividing the management and control bodies of the state-owned ports, Context-Prichernomorie correspondent reports.

As the agency has been informed at the press-service of the company today 10 November, Mr. Stavnitser stated it in one of his interviews.

Maritime administrations are operating successfully in all the ports of all marine countries, providing the safety of navigation, they keep up their territories and collect port, channel, berth and other fees. Stevedore activity, construction of berths, terminals and onshore infrastructure is the sphere of private entrepreneurship, he stated.

In addition Mr. Stavnitser stated the reform would increase the efficiency of the ports property.

Any port depending on its income pays relevant taxes, as well as a private company. The only thing the state gets of it as the owner is the dividends. Do you know how much the country got from the Port of Yuzhny in 2008? UAH 19 million. About 1.7 percent of what they showed as income, he summed up.

INFORMATION: TIS is Ukraines largest terminal for bulk cargoes and is a transit gate to a greater part of south-east Russia and neighbour countries. It has a strategic location in relation to the Ukrainian hinterland. It is situated at the Adzhalik bay- 40 km south from the City of Odessa. The terminal is the gateway to a World market of 450 million consumers of grains, fertilizers, coals, ores, etc. More than 50 scheduled services link TIS with over 1000 ports worldwide. Our throughput in 2005 amounted to 5.3 million tones. TIS is situated directly on the Black Sea. It is the deepest terminal of Ukraine, so the largest ocean-going vessels have unrestricted access around the clock, seven days a week. The port has a depth of 14 metres (47 feet) and never freezes. The terminal is most famous for rapid turnaround times.
