US State Department experts visit the frontier service of Odesa port

ODESA, JANUARY 30th, 2013, CONTEXT-PRICHERNOMORIE ― The bilateral Ukrainian-American meeting of experts on export control and border security has been held in the frontier service “Odesa” at the Odesa Commercial Sea Port, Context-Prichernomorie correspondent reports.

According to the information, the bilateral Ukrainian-American meeting of experts on export control and border security was held in the frontier service “Odesa” at the Odesa Commercial Sea Port. The Ukrainian side was presented by the representatives of the State Border Service, headed by the Deputy Commander of the Southern Regional Office of the State Border Guard Service of Ukraine for International Cooperation, Lt. Col. Fedir Belinsky, senior officials of the customs point “Odesa-Port” of Yuzhny Custom and post of environmental control of the Odesa State Ecological Inspectorate. The American side was presented by the leader of the Export Control and Border Security Programme (EXBS, US State Department), Mr. James Kelly, the expert on the control of the global trade of SECURUS Strategic Trade Solutions (USA), Mr Richard Young and others.

The purpose of the visiting of US experts the checkpoint of the State Border Guard Service of Ukraine in the Odesa port is the assessment of the technical and technological level of control over the movement across Ukrainian borders of strategic goods, including radiological goods, dual-use commodity, radioactive, chemical and biological materials.

According to Mr Kelly, in accordance with the programme of cooperation between the Ukrainian and US export control and border security, US experts perform a series of study visits to checkpoints across the Ukrainian border. Based on the obtained information during those visits recommendations for the U.S. State Department to optimize assistance to Ukraine in monitoring the borders will be prepared. This assistance may be in the form of the equipment providing, training activities and expert advice.

The final aim of the programme is the assistance in ensuring full compliance with export controls at the Ukrainian border with modern international standards and best technical standards.

During the meeting in the Odesa port, American experts familiarized with the organization of interaction of Ukrainian border guards, customs and other regulatory authorities in prevention illegal cross-border movement of strategic goods, weapons and drugs, got the appropriate technical equipment of the Ukrainian border guards, visited several points of radiological control.
