Region leadership and security officials sign memorandum of termination of unjustified inspections at customs

ODESSA, NOVEMBER 4th, 2015, CONTEXT-PRICHERNOMORIE — Chairman of the Odessa Regional State Administration Mikheil Saakashvili and the heads of law enforcement and security structures of the region have signed a memorandum of termination checks of goods at the customs law enforcement agencies with the exception of cases where the inspections are carried out in the framework of criminal proceedings on the orders of the head of not less than the head of the regional administration, Context-Prichernomorie correspondent reports.

According to the press service, the memorandum was signed today, November 4 at berth ¹2 container terminal port of Odessa by Chairman of Odessa Regional State Administration Mikheil Saakashvili, the heads of the prosecution of Odessa region, the Main Department of Internal Affairs in the Odessa region, UAS in the Odessa region, the Southern Border Service Management, the Central Office of State Fiscal Service in the Odessa region and State Fiscal Service of Odessa customs.

The document requires law enforcement agencies to refrain from inspection of goods at the customs office for any reason, except in cases where the inspections are carried out in the framework of criminal proceedings on the orientation of the letter-signed by representatives of law enforcement agencies in the rank not lower than head of the regional administration. Previously, various forms of control of goods at the customs office may be carried out on the proposal of investigators at all levels, creating a huge number of unnecessary inspections.

Chairman of the Odessa customs Marushevsky Julia, commenting on the signing of the memorandum, said: “I can say that looking at the statistics of the last month of one of the security agencies, we found that only one of the 500 physical inspections of cargo led to real results. Only one case had infringement. All other 499 goods which were stopped, disassembled, inspected, laid back were without any infringements. That all led to the delays of business, unnecessary costs for business, and waste of time. By this order we show a creation of a comfortable environment for business.”
