Simplification of ecosystems and radio control is the next step in the process of deregulation in the ports, Deputy Minister of Infrastructure

ODESSA, NOVEMBER 25th, 2015, CONTEXT-PRICHERNOMORIE — Deputy Minister of Infrastructure Yuriy Vaskov has said that the adoption of the Government resolution on the facilitation of the implementation of environmental and radiological monitoring of vessels and goods is the next step in the process of deregulation in ports, Context-Prichernomorie correspondent reports.

The press service of the Ministry of Infrastructure of Ukraine reported today, November 25.

According to the press service of the Cabinet of Ministers of Ukraine supported the initiative of the Ministry of Infrastructure and the Ministry of Ecology and Natural Resources for the facilitation of the implementation of the ecological and radiological control of ships and goods.

In accordance with the received CMU ¹953, environmental control vessels will be performed only if the vessel is discharged from the floating particles or visible traces of oil, or other contaminants into the discharge region, leading to an actual deterioration of water in relation to background values in the area of water management.

A radiological control of ships is canceled.

At the checkpoints, where automated systems of control over the movement of radioactive substances and nuclear materials operating, radiological control of goods is carried out only in case of excess of natural background radiation, established system of automated control.

The decision comes into force 30 days after its publication (published on the government website, November 25).

Deputy Minister of Infrastructure Yuriy Vaskov, commenting on the decision of the government, said: “This decision is a further step in the process of deregulation in seaports. Previously, environmental and radiological monitoring is often used as an instrument of pressure on the ship and cargo. Now the extra procedure, and therefore a possible corruption component is eliminated, the money the business will not be easy to spend money on an inefficient vessels and cargo, and the control will be carried out when it is really necessary and justified. It fully meets the leading international practice.”

The press service reminded that the deregulation of the ports started its working 8 September, when a number of simplifications to the procedures of registration of vessels and cargo at ports entered into force
