USPA intends to deal with land issues in ports

Odessa, 27 JANUARY 2017, CONTEXT-Prichernomorie — Ukrainian seaports Administration intends to reconsider system of relations of the port operators in the ports, in particular, to tackle land issues in ports, the correspondent of IA «Context-Prichernomorie» reports.

It was reported to the agency today, January 27, in the press-service of the SE «Ukrainian Sea Ports Authority».

As noted in a press-service, USPA is going to reconsider system of relations of economic entities in seaports and to audit the allocation of port property between the state stevedoring companies and port authorities.

So, to be introduced in the seaports of CRM-system (Customer Relationship Management) for the automation of collaboration with enterprise customers.

The necessity of these changes caused by repeated incidents during interactions between port operators on the territory of the seaport between public and private stevedoring companies.

«Since the beginning of the port reform and the separation of administrative and economic functions in sea ports has been more than three years. During this time there have been a number of difficulties in the business that need to be addressed. We need to complete the process of transfer of some strategic objects of port infrastructure from the state stevedoring companies port administrations, to address the acute land issues, which hinder development of ports. The stevedoring business at the ports, regardless of ownership, has to work and process the goods, and our task is to create conditions, which we intend to do», — said the head of the company Raivis Veckagans.

To solve the problem Administration of sea ports has sent a proposal to the experts of the relevant Ministry.

«According to an analysis by lawyers of the enterprise, land issues in seaports for a long time did not dare because of both objective and subjective reasons. As a result, most of the land in the territory of seaports are not framed properly and not transferred to the use of USPA.

In cooperation with specialists of the Ministry of infrastructure, port Administration intends to expedite the approval of documents regarding the waiver of the right of use of land from the state port operators and also permits for port authorities», — said the press service.
